Wow, what a majestic monument! Thank you for explanation of the pictures below; I sure would never get a tattoo, and definitely not from a street artist.;) There are some brave people out there.;))
It's indeed a majestic monument, honoring Charles Stewart Parnell, the 19th century Home Rule M.P. It's on O'Connell Street beside Parnell Square also named after him. Further down the street beside the G.P.O. is the Spire, also called "the needle" - and a lot of other nicknames besides!

I took a picture of the Parnell Monument. Isn't that the road with the Millenium Needle at the other end?
